FINRA and the SEC should focus on ensuring investments have proper and detailed disclosures and not policing what I can and cant do. This proposal further alienates individual and retail investors and gives more power and flexibility to institutional investors. You shouldn't have to go through any special process like passing a test before investing in public securities and inverse funds. I use these funds to offset my other funds when the market goes down.
My opinion is that more regulations and rules imposes more restrictions on traders and more red tape for individual trading.
