I feel it is important for an individual investor to choose investments that are right for them, this includes leveraged and inverse funds that can greatly benefit an investor and provide enhanced returns, I am perfectly capable to understand the associated risks. I am in favor of investment in complex and risky assets being HIGHLY regulated. These crap shot 'investments' are there for the financial industry to make money from unsuspecting and unsophisticated investors. If they even exist they should be strongly regulated.

You should not determine if an individual can or cannot invest in one of these funds. It should be left up to the individual to perform the due diligence when choosing investments. Taking the route of offering financial investment education in our public school system would be more of a solution. Treat the problem not the symptom.
I totally disagree with the proposed steps to limit trading of inverse and leveraged ETFs. It would be reasonable to make the broker warn you about the risks the first time such an investment is made, but not to restrict or delay a trade.
