It is entirely inappropriate to limit public access to trading L&I funds. The idea that the public needs protection from these complex products reveals only FINRAs ignorance as to the general intelligence and sophistication of the public. FINRA ought to propose a rule to limit the limits it is allowed to put on the public.
Please don't assume that investors don't understand the risk associated with leveraged investments. If you want to fix the market, then don't allow the short interest of a stock to exceed the total float of the long interest. Verify that ETN are properly backed so wild market swings can be covered.

The final arbiter of an individual's wealth should always be that individual. This is the only way to ensure a fair, just, and democratic society. Leveraged ETF's are a reasonable tool to help level the playing field and everyone should have access to them who so desires.
Dear FINRA, I will like the freedom to buy securities that accomplish my long term goals. Sometimes, my goals include buying leveraged ETF's. Please do not limit my access to these very important investment tools.
