If you limit access to leveraged and inverse securities you should do the same for ARK etfs. They are treacherous. Many common stocks represent more risk the the leveraged etfs. I realize that the etfs don't track exactly at 2X or 3X but they are close enough. Look at a long term chart of SSO or UPRO. They are far more predictable than most common stocks or ETFs. Government and industry regulators should have no authority to prevent or restrict individual investors from investing in securities that are perfectly legal, regardless of an investor's personal understanding of such products. Informing investors is a great thing, but regulators have no right to require investors to undergo any kind of prerequisite educating or testing prior to trading
To pass this regulation and eliminate certain investment vehicles, such as leveraged vehicles or the ability to go short on certain vehicles, implies several onerous things. Such as attempted regulatory manipulation of the market in one direction and secondly an insult to the intelligence of certain investors.
Why should vehicles that go short be more risky than vehicles that go long ?

Leverage is a fantastic wealth generator when used responsibly. You shouldnt take away my ability to use leveraged ETFs in a well balanced portfolio. Recommend additional education or waivers with these instruments, but dont take them away.

Investing in inverse index ETFs has been an integral part of my investment strategy for many years. I think the average investor can easily understand how they work and no additional restrictions are necessary to screen who is allowed to invest in them
Limiting investment options, such as leveraged and inverse funds, to those that meet special income or asset tests is clearly discriminatory. These types of restrictions allow for the wealthy to financially gain from certain economic opportunities, while investors who are economically challenged would not be allowed to take advantage. It's a dumb rule and may push people to more dangerous investments, like the gambling parlor we call the options market. The holdings of these etfs are made known to people and are fairly easy to understand. Instead of buying AAPL and MSFT individually, I can buy TECL with the added bonus of NVDA.
Hello, I wish to keep the ability to use leveraged and inverse ETFs in my trading. I use these to protect my account. For example, I use the 2x leveraged inverse treasury ETF (symbol TBT) to protect bond holdings in my portfolio as interest rates rise. I have used inverse Nasdaq 100 leveraged ETF (symbol SQQQ) to protect my holdings in technology stocks when the market enters a down trend.
