I am opposed to regulation #22-08.
I should be about to make my own decisions about my investments, not regulators. I can read & understand the notices that are provided when I choose an investment and should not be required to take a test to prove it.
I use inverse funds as well as other instruments and it will be detrimental to my portfolio if I am unable to use them.
I ask that
Leverage ETF is like a high growth stock. It makes no sense to require investment to pass a test to trade or even hold the leverage ETF.
Netflix (NFLX) is a good example of a high growth stock. It was one of the best performing stocks for over 2 decades, but in just 5 short months, it drops from $700.99 on 11/7/2021 to $199.87 today's closing (5/3/2022) or down over 70%.

By limiting access to markets by tests that traders must pass or limiting to high wealth individuals is discrimination against all investors in a free market. I feel that I have the right as a human being to invest anyway I like and in my family's best interest without the consent of a regulator I also feel that I have the right not to go to the school to take tests or any of that other nonsense I can understand the information just fine the way it's written now to be able to handle myself in any investment situation thank you very much
I understand the risks of investing in leveraged and inverse funds so I only invest a limited part of my overall portfolio in those funds. I do not like to go through any special process like passing a test before I can invest in public securities, like leveraged and inverse funds. I do not like any restrictions on my right to invest in those funds.

No one needs to pass the tests or demonstrate special knowledge to buy/sell these leveraged securities. these are useful tools in protecting the portfolio from market volatility and we should be free to use them however
The federal government has a fiduciary responsibility to its citizens. If requiring me to pass a test or sign a waiver to helps protect uneducated investors, I support FINRAs attempts to better regulate the market. ProShares sent me a share holder notice claiming that FINRA was going to take away the rights of investors, when in fact FINRA is doing their duty to protect U.S. citizens.
