While it may seem reasonable and prudent to limit access to leveraged ETFs to novice traders, experienced traders with 2 years of experience or more, should be able to enjoy the full and unrestricted freedom of trading such instruments. Dear Sirs: Please DO NOT make ETF investments more expensive or more difficult. Leveraged ETFs are the corner stone of my, in retirement, investment strategy. Leveraged ETFs provide an index for specific sectors that i havent been able to find anywhere else. The premiums on options for leveraged ETFs are also beneficial. Comments: As an individual investor who understands the use of leveraged and inverse funds in my portfolio, I find it appalling that FINRA would swoop in to "save us". The risks are ours to take and adjusting government regulations is not needed. If we make an investment of any kind it is our sole responsibility to recognize how it fits into our holdings. Comments:In my view. 2X, 3X and Inverse Investments should be traded only*after* the brokerage firm has qualified the investor, just as is currently done for investor trading in IPO's.

I'm writing in support of allowing continued use of leveraged and inverse etf's. I use these one a frequent basis as an investor. And, as a result pay a higher amount of federal income tax from profits related to trades involving these investments.
Do not limit investors ability to invest in L & I products by "enhancing" existing rules.Comments:
Comments: My comment is I study the markets daily and I have a MBA in Finance. I understand the risks of the leveraged and inverse ETFS. I trade the products as part of a comprehensive overall strategy on a short term trade basis.
