Do NOT, repeat, do Not interfere with the trading of Inverse and Leveraged ETFs and ETNs. Find another way to collect fees besides interfering with investors ability to freely trade these instruments.
What hard data are you basing this potential decision on? Has that data been made public?
Many studies have shown that attempting to limit trading to only one direction in freely trading markets invariably fail. Generally, politicians love to jump on this bandwagon, largely due to their ignorance. Also, limiting flexibility through minimizing inverse funds that accommodate leverage will increase volatility, not decrease it. Do your homework.

investments deemed to be complex unless you:
Pass a regulator-imposed test of your specialized investment knowledge
Demonstrate a high net worth
Get special approval from your broker
Attest to reading certain
I do not believe that it is a good idea for equaiity to reduce or limit access to leveraged funds to anyone. Leveraged funds can help the underprivelaged and by regulating them further they might not know that the vehicles exist. Requiring a certain amount of net worth or potentially expensive or time-consuming tests is just plain wrong. Regulation could also cause these funds to crash, making
