It does not make any sense to try and make it harder for the common man to invest in the very vehicles designed for them in the first place. An ETF was originally made by Morningstar to make it so anyone could invest without having to have extensive knowledge or even actually knowing about investing. And now you want to undermine this? I should be able to use leveraged funds and index funds to invest as it is easy to track instead of individual shares. Individual shares needs to be tracked daily, monitor their business, monitor quarterly results which consumes lot of time.
Leveraged funds are easy to manage and could trade easily without any hassles and they were trading since years.
Everyone needs to have the right buy any stock they want to buy.

I oppose restrictions on my right to invest. I research thoroughly , and do not need to prove it to anyone so that I can invest.
As an EDUCATED retail investor, I feel the current systems in place are a bit TOO RELAXED for retail investors/traders to access complex products. But an outright ban is also very, VERY WRONG. We may need to raise the barriers somewhat by requiring education AND a simplified form of registration (certifying they understand the risks and perhaps a small registration fee to make the point stick)
I use leverage funds to provide upside exposure without taking on the added risk of buying on margin. When I buy a leveraged ETF I can only lose the amount I've invested in that ETF. I do not open myself up to the risk of a margin call. I should be able to assess my own risk and make my own investment decisions.
