I should be able to choose the public

Public investments should be available to all of the public,
not just the privileged.

like passing a test before you can invest in public securities,

I've been trading ProShares ETFs quite sometime now and I find them as a very useful tool in my investment strategies. Please do not limit or remove this option for us. Thanks!

Regulators have not, in general, performed very well and there is no reason to expect you will perform well in this area either.
Please do not limit our ability to trade leveraged ETFs. We know the risks!
I rely on leveraged and inverse funds for my retirement/investing strategy. Please do not take them away. I am entirely capable of managing my own money.
Do NOT take away instruments that protect my wealth.

Every investor has the right to select the type of investments, the amount they wish to invest along with the objectives in making these investments.

As an investor through Fidelity I am already required to confirm that I understand the risks of such leveraged and inverse funds. Preventing people such as myself from buying these funds entirely is restricting the freedoms of individuals. Requiring checks to ensure the investor understands the risk is fair, yet barring anyone from purchasing them entirely goes against what makes this country and
Leveraged and inverse ETF's funds are important to individual investors to protect on the downside while enhancing returns. These products are a quick way to neutralize deltas when the market turns.
