Frankly, this appears to be a blatant attempt to protect an elite class of people (big banks, investment firms, etc.) while hurting another class of investors that want to properly protect their funds. No one is forced to buy any investment. Allow some freedom of choice in our society, and the ability to accept risk when we so choose. What difference does it make if I loose 30% in Amazon or 30% in a leveraged ETF? Let the buyer beware, and stop trying to protect everyone from everything.
The strategies implemented in leveraged and inverse publicly traded funds are important to me and should have no special process or tests for investors like me. I am capable of understanding the ins and outs and risks associated with these type of funds and they help me protect my investments and help with overall returns to my portfolio.

i -- NOT REGULATORS -- should be able to choose the public investments that are right for me and my family. I should not have to go through any special process to invest in public securities, like leveraged and inverse funds ( I have been trading these over 20 years ). Trading leveraged and inverse funds are a limited and important part of my overall investment strategy.
