Leveraged and inverse funds should be available to anyone looking to make investments without restriction. The risks associated with such products are not uniquely difficult to understand and they enable a wide array of hedging strategies for individual investors at all levels of risk tolerance. Making these products more difficult to obtain would be a great disservice to individual investors.
Please allow investors to make their own choices when it comes to risks they take. Regulating these funds will not significantly impact market stability, there is no reason to do it.

The descriptions of the products should be simplified & clearly specific. The issuers/brokers should be held strictly accountable for deviation from stated goal.
There should be strict limits on fees which diminish or go to 0 at certain at certain loss levels.
The underwriters, sponsors, managers, dealers etc., should be required to own certain percentages of the product.
