Putting a capital requirement on freely trading leveraged etfs just adds another barrier to entry for lower income people to enter the stock market. All brokers already clearly state the risks when people trade these products so everyone should be able to determine for themselves whether its right for them. The stock market shouldnt just be a playground for the wealthy it should be for everyone.
Rather eliminating the option to purchase and trade these securities why not require the fund creators to use a pre determined rate of proceeds to produce content and learning material that can present the risks to investors in an easy to understand way. The average retail investor is already extremely limited to the types of investments they can make and this will only exacerbate this problem
This proposed regulation stands against the very notion of what it is to be American. Investing is an activity that has always been performed at one's own risk - nannying investors with onerous regulations, that at this point are unclear and establishing gateways to access these products that includes high net worth is classist and discriminatory. There is no need to require any testing to see if investors understand how they work.
