FINRA’s examination program plays a central role in supporting FINRA’s mission of investor protection and market integrity. A main component of this program is FINRA’s examinations of broker-dealers (“firms” or “members”) that are conducted on a regular cycle basis: each firm is examined at least once every four years, and many are examined even more frequently. In connection with each of these examinations, FINRA prepares a report—which is available only to the relevant firm—addressing certain aspects of the firm’s compliance with securities rules and regulations. Firms are required to address issues identified by FINRA, and many do so by proactively taking corrective action before FINRA concludes its exam. Through this sort of rapid remediation, firms strengthen their compliance and supervisory programs, which ultimately helps better protect investors and the integrity of the markets.
I wanted to comment regarding the regulations being considered by the Financial Industry Regulatory Authority (FINRA). I have utilized the leveraged funds and I understand how they work. I do not feel that it is necessary to go through any special training or monitoring to trade with these funds. I oppose restrictions regarding my right to invest in public investments.

Im a hard working, tax paying, middle class American that doesnt want to be limited in my investment options. Its up to me to make that determination for myself & family. It should not be some regulators decision that is most likely detached from the perils of planning for my familys financial future.
The right to free market economics is predicated on the ability to invest one's funds as they see fit. This rule would not only remove that core freedom but devastate the possibility of new market opportunities to be born. Financial freedom is one of the core values of our nation as much as freedom of speech and religion, it should not be interfered with!
The leveraged inverse ETFs are the critical portfolio hedging tools in my IRA account. Because IRA account doesn't allow to trade options and futures instruments, the leveraged inverse funds are the only hedging strategy in the down-trend market.
I really need to access these financial products to manage my retirement funds.
Having access to Leverage ETFs and leveraged inverse ETFs gives access to the retail investors the tools available financial professionals. It levels the playing field. It gives the ability to accelerate and hedge our investments. Removing or limiting this access is very unjust to the retail investors. Please make it a level playing field.
It's unfair that large financial institutions would be allowed to use leveraged instruments while small retail investors would not. FINRA is supposed to protect a fair market but this would only make the market more unfair. Why should FINRA tell me how I can invest my money?
I have used ProFunds for over 20 years now. Proshares inverse and leveragedlong funds have been around a long time and they give me the flexibility to do what I want and invest how I want and they are neat and beneficial and provide clear and non-dangerous opportunities to invest, hedge, and participate in many indexes and sectors of the market. I have helped run a hedge fund that could use short
