As a long-time trader and investor, I have always believed that it is up to each individual to understand the instruments that he or she invests in. Leveraged and inverse ETFs are no different: they have some unique risks, but also unique rewards which make them particularly well-suited to short-term hedging and even speculating. The playing field is already tilted in favor of institutional
Dear FINRA,
I am having a difficult time understanding why you may want to regulate complex investments. Ive been a stock and ETF investors for years. A core part of my investment strategy is the use of Leveraged and Inverse ETFs.
I prefer these instruments over options as options 1) have expiration dates, 2) are manipulated with changing spreads based on volatility and lastly 3) are more
I am aware of the risks of investment in Proshares LEVERAGED AND INVERSE FUNDS, and I am willing to take the risk. I believe the decision should be left to the discretion of the investor, not the regulators. Public investments should be available to all public , not to a small group of privileged people.

I - not FINRA or Wall Street interests - should have the right to decide how to invest my money. If FINRA eliminates the ability to hedge portfolio volatility by restricting or eliminating access to leveraged and inverse funds, that is yet another example of having one rule for Main Street and another rule for Wall Street. Do not make this mistake.
The general public has the right to invest as they please without further burdens. The general public is already at a distinct disadvantage versus institutional investors and this will only further the disadvantage for the general public. You can certainly warn the public as is done with cigarettes but what is being proposed is unconstitutional.
