I have been using leveraged funds since 2006. Leveraged funds have been capped at 3x for protection. Investors can use these for a variety of strategies. I believe they are safer than margin accounts. Better than futures, because the notional can be sized more easily. I believe the average investor has easy access to training tools, and should be allowed to decide for themselves.
To whom this may concern, Please do not restrict the access of the average investor into market funds. Some of those under consideration are incredibly useful to new investors who choose to risk smaller amounts during a learning phase of the market. This is ridiculous. Rather than take away the few tools (like inverse ETFs) that investors use to help protect themselves from unfair markets, perhaps it would be better to focus on fining those manipulating the markets for their own selfish gains. The way these markets are run, rigged against the little guy, is a disgrace.

People nowadays have internet resources that are comparable to those of the Wall Street investors. I, for example, uses excel to calculate risk and rewards based on data collected from various brokerages/yahoo finance/bloomberg/LPLfinance...etc. A test imposed by regulators may have nothing to do with my excel calculations and probably remotely relevant to the success of

Please do not take away or make it more difficult for people to use leveraged and inverse funds. I can understand why it may be good to provide people that have never used them with some education first. But, for people like myself that have years of experience using them they should be allowed to continue.
