There is a legitimate investment case for these funds. If you restrict these in the way you propose perhaps you should also restrict individual stock holdings; and active mutual funds. The same principals of possible risks and losses apply.
I SHOULD BE ABLE TO CHOOSE THE INVESTMENTS THAT ARE RIGHT FOR ME AND MY FAMILY WITHOUT NEEDING TO GO THROUGH SPECIAL PROCESS. I AM CAPABLE OF UNDERSATNDING INVESTMENT RISKS ON MY OWN. AND SHOULD NOT BE RESTRICTED FROM ACCESSING THEM.
I use leveraged ETFs to hedge my positions, I know the risks involved. Less regulations, not more. I should be able to choose what I believe is right for me and my family using my own hard-earned money.
As an investor, it should be my prerogative to choose whatever investments without interference regardless of the consequences. I understand there are risks associated with any type of investment but to burden us with the five proposed requirements for "complex investments" is an overreach. Caveat emptor

Heyman, Vice Chairman and Chief Investment Officer of The Travelers Companies, Inc., effective July 18. Heyman earlier served as a member of the FINRA Board from January 2004 through September 2016.

I am an individual investor and am a frequent user of leveraged and inverse funds. They are fundamental to my trading strategies and are a simple and very safe (for me) way to hedge risk.
Please do not restrict public use of these incredibly useful tools.
I should be able to choose the public investments that are right for me and my family. I am capable of understanding leveraged funds and their risks. Leveraged funds are important to my investment strategies.
Therefore, I oppose restrictions to my right to invest.
I believe the risk of loosing capital is higher with options over leveraged index products. Therefore, I believe restriction should be similar to options. Further margin requirements should be substantially higher for leverage products based on the amount of leverage.
I should be able to invest on an public securities without having to go through any special process. I've invested for the past 40 years and I know the risks involved.
I believe I should be able to make investments I feel fit.
I have been investor in leveraged funds for a number of years. It should be my choise. Most option contracts expire worthless. This is not much riskier. The risks are outlined in the prosectus. Please let us invest how we want.
