I SHOULD BE ABLE TO CHOOSE THE INVESTMENTS THAT ARE RIGHT FOR ME AND MY FAMILY WITHOUT NEEDING TO GO THROUGH SPECIAL PROCESS. I AM CAPABLE OF UNDERSATNDING INVESTMENT RISKS ON MY OWN. AND SHOULD NOT BE RESTRICTED FROM ACCESSING THEM.
That is not a well advised proposal. It sounds like pure bureacracy that will do little to protect t people. I am a day trader and have a margin account. I use these investments quite often and do not think I need to jump through any more hoops. Please devote your attention to more pressing issues instead of limiting people's ability to invest.
I believe I shouldn't have to go through and special process to invest in leveraged or inverse funds. I fully understand how they work and I am aware of the risks.

Each investor should be able to choose the public investments that are right for them. Public investments should be available to all of the public, not just the privileged ones. No one needs to pass the tests or demonstrate special knowledge to buy/sell these leveraged securities. these are useful tools in protecting the portfolio from market volatility and we should be free to use them however
