I am strongly opposed to limiting the ability of investors to buy leveraged index funds. I and my children have found long term investment in TQQQ and UPRO to have increased our retirement savings and college tuition savings considerably, thereby eliminating our need to go into debt.

Individual investors should have the freedom to do as they deem appropriate for their own risk tolerances. Leveraged and inverse funds allow all investors to have a diversified risk profile which is important regardless of total net worth.

The proposed regulation is a blatant violation of free market principles, i.e. it seeks to coerce conditions on transactions. It also is an egregious violation of the Equal Protection Clause.

You are attempting to channel Retail investors into categories in an attempt to regulate their trades. If you would actually regulate the Banks, Brokers and Short Sellers these new regulations against Retail would be unnecessary. It appears that Retail traders have become a threat to your "Status Quo".
