The leveraged funds from ProShares allow retail investors to access their economy of scale. Taking away these investment options from retail investors is simply unnecessary regulatory interference.

Leveraged fund is important for me when I want to avoid options trading and time decays. It gives me some better sleep compared to options. And it's a better balance between options and equity. I think we should have freedom to choose what we want to do.
Dont agree any tests of this kind for experienced trader of similar nature. Suggest to set limits as a percentage of total investable asset.
These funds are part of many a sucsesfull invenstment stratagy and do not require high levels of captial/equity to benifit from. Limitin them based on captial, would be a mistake. Any barrier to entry would be highly exsclusive and inappropriate.
