Public investments should be available to all of the public, not just the privileged.
I shouldn't have to go through any special process like passing a test before i can invest in public securities, like leveraged and inverse funds. I am capable of understanding leveraged and inverse

It is a good way to hedge portfoliios, and with leverage it can provide an efficient use of capital so long as there is an appropiate risk discipline as volatility is maximized.
Use of short and commodity funds has been key to my investment strategy for many years. There are plenty of warnings published with all these funds, if people won't read and heed warnings, the should not be investing at all. In a free country though, they have the right to use all the tools, and that is a good thing.
