I am an individual investor who selectively invest some part of my savings in leveraged and inverse funds. While, I support reading certain materials and attesting to it, I don't support "cooling off periods" during which I can't invest.
Found that these Proshares help offset, somewhat, the volatility of the current market and keep me investing. Otherwise may start looking elsewhere for some value and not as much in the stock market.
Comments: I strongly oppose any restrictions to leverage products besides perhaps ensuring that the etf providers be transparent in their methodology and that the product does deliver what it promises to do, e.g. Triple return of Nasdaq 100 in the case of Proshare Tqqq. Please don't take away our rights to trade stock in any way

Stop messing with products. Inverse and complex ETF's are great options for investors. Let the free market decide if it wants to invest in products. We do not need more restrictions on what individual investors have as options to invest in for the market.
I've been doing my own investing for 40 years. I do not need any help or more regulations from any government agency. Please lay off and leave me be to make my own decisions as I have been doing.
We do not need FINRA telling us what is safe or unsafe. Directly to my point. THE FEDERAL RESERVE UNITED STATES DOLLAR, FIVE DOLLAR, TEN DOLLAR, TWENTY DOLLAR, FIFTY DOLLAR, and HUNDRED DOLLAR are all COMPLEX INVESTMENT INSTRUMENTS in so much as THEIR VALUE IS NOT SET AGAINST ANY SECURE ASSET (gold/silver AS STATED IN THE CONSTITUTION) IT LOSES VALUE EVERY DAY DUE TO OVER PRINTING AND INFLATION
There is no reason to treat inverse and leveraged ETFs different than any other investment. All investments have risk and the individual needs to do their own research.
I think regulations intended to protect ordinary people from predators pushing complex investments are a good thing. I dong object at all, and only the predators would.
