I dont know everything about investing but I do know that I have done really good in the recent year. Im sure I wouldnt know enough to pass a test you might be talking about. I do have enough common sense to be careful with my money. Respectfully you shouldnt be able to tell me how at what to invest MY money in.
I am strongly opposed to any regulation that would exclude anyone with a cash account from investing in complex financial instruments. This could lead to biases based on education level, race, beliefs, net worth, etc.
I believe that margin access could benefit from further scrutiny when used to purchase any financial instrument.

Since most of these funds follow (or inverse) the whole market, I have found that they are more stable than other funds. Removing the ability to invest in such things is truly hurting the lower, middle and upper middle class

I oppose any and government regulations that would adversely affect my abilty to freely invest my money. From the wording I read you would not be allowing the stupid and the poor invest which would limit their ability to not be poor and stupid any more!.

Investing should never be reserved for just privileged individuals or be subject to special tests or other requirements.
