Having flexible investment alternatives is critical to ALL investors, not just the chosen few in the hedge fund and qualified investor ranks. The average person needs the same advantages that come with wealth and power.
Dear FINRA, I've been successfully trading Leveraged & Inverse Funds (ProShares), and using them as a hedge to other investments for years now. With the ongoing NEW rules & restrictions being considered by government and FINRA, trading/investing as an individual will become more complex than it already is!! (please don't try and make me jump through any additional hoops
I oppose this ruling. This will force many retail investors that are looking for leverage into more dangerous vehicles, such as futures and options.
I believe that additional regulation on the matter of leveraged / inverse funds is not warranted nor desirable. Let people do what they want to do and be responsible for the choices they make. It's that simple.

Having used leveraged long & short funds for several years I can honestly say that they have helped me make small capital gains while hedging against market volatility. During a recent Nasdaq sell off, losses in long stocks were compensated by the shares of SQQQ that I own. WTI oil has been volatile lately. While I am an accredited investor, investing in this investment through an investment advisor that manages funds for investors and the percent invested is limited to say 15% of the invested funds is satisfactory to keep this investment available to investors.
Let me make my own decisions. Personally I'm not risking large sums. I should not have to through any extra steps to be able to take on additional risks. Put an extra warning label on it maybe? But otherwise, don't stand in my way.
