Daily short reporting Bigger - significant fines for false reporting. 1:1 with share price so they cannot consider it as “cost of business”
Would be a nice start to at least give retail investors the illusion of a level playing field even though everyone knows that it never will be. When AMC and GME have their final bounce retail will hold their money and never invest in Wall Street again.

I don't know about this short sale rule. I live in Sweden and I always thought that the US is a country that treat's everyone equal.
