I'm concerned about the proposal of "Regulatory Notice 22-08". Indeed, it might be a must for regulators to take certain action on new financial products, but I don't think this restriction can solve the problem. The reason is listed below:
1.What serves as complex product is too ambiguous, that means, investors can’t figure out what investment tools
Generally, complex products as described in this notice should be available to individual investors ('retail') with some obligation on the brokerage to ensure the individual investor understands the structure and risks associated with the complex product. Some brokers do a very good job of this and others seem to just 'check the box'. I think it's

Kindly inform me of the rationale you are using to justify a
restriction on the public's option to invest in leveraged and inverse funds.
Your proposed new regulations are totally unnecessary and only puts a burden on both investors and investment services. Notice of the risks are amply provided at this time and further action is useless and a waste of time.
