I do not want my rights to invest impeded or impinged upon by this legislation. I do not want to suffer through cooling off periods where I can not invest or arbitrary finance or investment limits placed on my investment habits nor forced education and testing standards placed on me as the investor.

How dare you try to limit what I can and can not buy. It is absolutely none of your business what I do with my money as long as my actions fit within the confines of the law. Risk is an inherent factor of market involvement and it is each investor's duty to mitigate that risk for themselves, not yours. I have never met anyone who thinks investing has no risk. People are by nature very protective of their assets, so give them credit for knowing how to manage risk.
