This proposed legislation makes no sense to me. Every investment caries risk. In fact, most stocks are a poor investment choice. Right now even the PURCHASE OF A HOME is probably a terrible investment choice. Nevertheless, as a citizen I am under the impression that it is still my right to make my own choices regarding how I invest my money.

I think it is absurd to presume that only a "high net worth" investor is capable of understanding that some investments are riskier than others. (For that matter it is also absurd that only "high net worth" investors are entitled to participate in private placements).

If you really care about small investors, in a completely financialized economy such as ours you should be pushing for basic financial education to be incorporated into school curriculum, rather than restricting access to financial instruments.
