I understand your desire to protect investors but you really cannot stop inexperienced people from gambling in a casino or buy penny penny stocks or high risk SPAC IPOs or Mime stocks. Let free market teach the lesson and let not the government regulate. Ok to regulate to some extent the retirement accounts but non retirement accounts should not be regulated. You may regulate some ETFs like TQQQ which are leveraged by you cannot regulate investors from trading options which can be even worse.
