I stand firm that I should be able to choose the vehicles I invest in. I am an individual investor who has successfully traded using leveraged and inverse funds for many years. Hearing the cautions beforehand, I researched them on my own before I started using them. I currently use them to enhance my portfolio, as well as hedge it. I, and millions of other investors, are capable of understanding the hazards of these funds and navigating them. We don't need special requirements or tests to use them.
