Richard Neumiller Comment On Regulatory Notice 22-08

To whom it may concern at FINRA,
Please do not limit small investors right and ability to invest in products that can help them during market fluctuations - like the last 18 months. Too many things in this country have already been closed off to all but the rich and privileged.
I have spent a lifetime learning about investing and am currently using several leveraged and inverse products to stabalize and protect my normal, long-term investments. I don't use them all of the time, but there are times when they are critical. I just had a conversation with my adult sone last night about using some of them, because he is losing money in the broader market. These regulations would take away or greatly inhibit our ability to stabalize or make gains in times like this current market.. Please don't impair small investors ability to do that. You would be harming a great many small investors, including my adult children who are learning to invesrt. But, maybe it is your intent to only further enable the priviledged and disable the masses? I sincerely hope not.
We should not have to go through any required processes to "prove" that we can understand and invest in public securites or other funds that help to hedge or improve our holdings. I am fully capable of understanding the risks and rewards of such investments and of learning about areas that I want to invest in. I don't need someone else to impose their standard of compentence on me. That stands for many of the investors, young and old, that I communicate with.
Thank you for considering my comments and needs.
