Dear Madam, Sir:
I am writing concerning possible restrictions that may be applied to certain securities like leveraged or inverse funds.

I am a private, non-professional investor, but do my homework on stocks. Especially in the last few years, leveraged and inverse ETFs have been an important part of my investment strategy. While they represent a lower percentage of my investment funds, they are very important. They have allowed me to achieve returns that are not possible with traditional stocks. Regulations that would limit or eliminate my access to those ETFs, would be detrimental to my investing. As a free market society, I believe it is important that investors be free to make any type of investment that they believe appropriate for them. Government restrictions would remove or strictly limit that option.

I do support clear education for the public on these investment vehicles. My broker has warning statements when I buy these stocks and requires me to sign an information and release form. Mandating education is very appropriate. I believe that restricting access to the average investor is not appropriate and hope the committee would not take that route.

Almost all investments have some risk. As long as the level of risk is made clear to the investor, it should be up to him/her to chose. Our country has an honored tradition of making choices freely. Please keep that tradition going with our investments.
