As an individual investor, I should be able to evaluate risk and choose the investment/trading options which I believe is best. All investment options should be available to individual investors, not just accredited investors. Individual investors are fully capable of understanding leveraged and inverse funds and properly evaluating their risks. Inverse funds and leveraged funds are and important part of a balance portfolio under certain market conditions to hedge other investments and to realize gains even when markets are being marked down. It is critical to investors that no restrictions on this should be imposed!
