I choose investments based on my own research and situation. With a BS in Engineering and a MS in Science and Technology Management, I believe I am perfectly capable of making my own investment decisions without FINRA's help or interference. Arbitrary restrictions by FINRA is offensive to me - it's like you are trying to only let "well off - rich investors" buy certain stocks, puts, calls or indexes. If "safe" investing is so safe, why do the value of many of the "safe" investment strategies still fall when the market drops? And "experts" certainly are NOT perfect.

I understand the value of "Engineering" sign-offs and training for items like seismic structural safety. However there is NO mathematical certainty to stock market investments; investment values go up and down and no mathematical genius can with certainty that an investment they make will only go UP!

The current disclosure based system is fine for my needs. Government Regulators should have NO say or control in what I can or cannot invest in. The only thing I expect is auditing and reporting that is truthful and correct. After all, it took years to discover the real truth about Enron (which I did not invest in because it seemed to be too good to be true)

The FINRA's regulations proposal is outrageous. When I listen to all sorts of government personnel talk and imply they "know what is best", I sometimes ask "What unique school did you go to or what special degree did you get to become the expert on 'what is best' for everyone else?"

It is interesting that my current modest investment in UVXY is currently going UP while the rest of the market is going DOWN. The FINRA proposed regulation would add a significant burden onto my ability to buy investments that I want to buy to protect myself from a total crash of my modest portfolio. All stock market investments are at some sort of risk. Heck, even much lauded 401K plans can go South and ruin a person's retirement plans.

Please DO NOT implement notice 22-08.
