I'm strongly opposed to any restrictions on leveraged/inverse funds. I feel I should be able to invest in these funds without passing a test, special approvals, or having "high net worth".
Every investor is able to decide for themselves and understand the risks of leveraged/inverse funds. Regulators should not be a part of that decision and should stay out of the decision process.
I personally use inverse funds to hedge against any market downturn or if I have a tactical view. Without these funds you'd have to short stocks which involve margin & is something I'd rather avoid.
I again plead that regulators should not put in any restrictions on the inverse/leveraged funds. Investors should have the right to invest on how they want without having to go through any special process.
