To The Financial Industry Regulatory Authority (“FINRA”), I want to continue having the ability to freely invest in a broad range of public securities designated as “complex products”—including the leveraged and inverse funds offered by ProShares. These "complex products" have enabled me to protect my retirement portfolio from severe material losses. I agree an investor needs to understand how these "complex products" work before buying them but resctricting everyone from buying them is not fair to those investors as myself who use these "complex products" to protect our retirement portfolios when Financial Markets take unexpected turns mainly on the downside. As an investor, it is my right to freely access the entirety of the public securities markets without arbitrary restrictions so we can protect our retirement portfolios. Sincerely, Patrick Segovia
