I oppose any new regulations on leverged or inverse investment instruments. I have been investing in leveraged funds for 8+ years and fully understand their place in my portfolio. These should be open to any investor and not just privileged. There should be no special process or test required or review of my qualifications to allow their use. I am fully capable of understanding the risks and do not need you to protect me from myself. These types of funds are critical to my investment strategies and if there are available to any high level investment fund/hedge manager they should be available to the general investor.
