Dear Sir/Madam, I work as an R&D Engineer, and consider myself a middle class American. I frequently invest in ProShares UltraPro Short QQQ ETF, symbol SQQQ, and ProShares UltraPro QQQ, symbol TQQQ. These funds give me great flexibility in meeting my long term investment goals. I am well informed of exactly what these funds offer, and am able to incorporate them into my investment strategy. So far, they have benefited me greatly. Any measures to put restrictions on trading them will create great inconvenience for me and will be counter productive to retail investors like me. Currently institutional investors have all the advantage over retail investors like me, and they charge unreasonably high fees, and don't provide the added benefits. The availability and the ease to trade of ProShares ETFs puts me on a level playing field with institutional investors. Therefore we request FINRA to not put additional restrictions and delays on trading them, because doing so would hurt retail investors like me. The advantages and risks of these funds are well informed, and America is a free country, and people should be allowed to make decisions that concern them without bureaucratic obstruction.
