Retail traders should have equal access to complex investments as institutional/professional traders.
Educating investors of risk through simple disclosures is important and a fair requirement before permitting trading. Any threshold test should be minimal and easily met (including for those with English as a second language). Have faith in the investor to understand the risks and manage their finances as they see fit.

Inverse or leveraged ETFs are not complex and should not be restricted from retail investors.
