I, not any agents of the Federal government, am in the best position to make competent decisions about the public securities I want to buy and sell, as well as my personal risk tolerance. Applying a predetermined amount of my portfolio to an indexed ETF is an important part of diversification for me. I should be able to continue making similar choices without having to go beyond my own sound reasoning and conscience to qualify for participation. I don't need to be protected from myself! With all due respect, I'm more inclined to think I need to be protected from over-zealous Federal regulations.
