The rights of individuals to invest any funds they have available in any way they see fit is central to U.S. customary freedom. Investment funds offered through US exchanges are already regulated in may ways. It is not the role of our government to regulate investors. If our government FINRA wants to help consumer investors, work with the FCC to stop the continuous scam barrage through phone land and cell services and online that seeks to separate unwary investors and consumers from their money, and hackers who seek to raid financial resources. And work with the FDA to control what can be offered to consumers over-the-counter with egregious claims about cures for complex medical conditions. Is FINRA so naive that they believe they can separate consumers from investment risks by limiting access to how they use their own money? Your job is to regulate the funds offered for investment and how they are offered, NOT how consumers choose to use their own money. Let the market decide what is too complex, too risky.
