I am a professor of accounting at the Johns Hopkins Carey Business School. I oppose the rules proposed in Notice 22-08. These rules, with the intention to protect investors, will limit investor access to publicly offered complex ETFs and harm investors’ best interests. Investors make their own choices, take their own risks, and bear their own consequences. The freedom to invest in whatever product investors choose is the fundamental for an efficient equity market and a prosperous economy. FINRA should focus on removing barriers and improving investor access to all financial products, not the opposite. Thank you for your time and consideration.
