What law or authority dictates the need to regulate people who buy and sell leveraged and inverse funds? Investing in the stock market is risky, but people have successfully invested for hundreds of years and many people have not been successful. I have invested in stocks for over 60 years and have lost money and have made money. I have gambled many times and have always lost money. Before hamstringing investors, the same restrictions should be imposed upon gamblers because I have seen the terrible impact that gambling can have on people's lives. I have never seen similar impacts on people who buy and sell securities.
