It is common sense to do research and manage your own risks before buying complex securities. It is not fair to have investors meet all these requirements before a complex security is brought. By doing basic research on the internet, anyone can find out the risks in buying complex securities to make a decision. I have traded leveraged ETFs for years with no issue.
