As an investor, I should be able to invest in any public security I want even if it is a mistake. It's my money and I should be able to use (or waste it) as I want whether or not it unwise. The proposal limits the ability of small-time investors and reserves it only for the highest "elite" of the investment world. There is no clear definition of "complex products" which would allow you too much broad authority to define this term in whatever way you choose, to the detriment of small investors. In all, this proposal seems to target small investors to keep them from "interfering" with the elites. Makes one wonder where the idea for this proposal came from and who is trying to push it through so hard
