I am an individual trader with speculative positions in leveraged, reverse, index ETF's, which were established and are maintained through my retail brokerage account. I am extremely concerned about your proposed new regulations that would require brokers to qualify investors before allowing them to trade these instruments. I was well aware of the risks associated with trades of this type before I entered them, but if I am now to be denied the freedom to make my own strategic decisions, then my risk of loss rises substantially. I urge you not to impose restrictions that would have this kind of effect.
