Individuals should be able to participate in the free market in any public investments they so choose. Regulators should not be able to choose who is allowed to invest and what they are allowed to invest in, as it only benefits the privileged and the brokerages. Any regulation that limits what type of funds the common man can invest in, including leveraged or inverse funds, is not a protection of the common voter, but a protection of the institutions.
