I strongly object to the idea that an investor must go through a special process (like passing a test, special approval, etc.) in order to invest in public traded investments. Leveraged funds are important to my investment strategies. It allows for methods to hedge against losses and take advantage of opportunities created by these types of instruments. Currently there are protocols in place that all investors are constantly being warned by brokers of the inherent risks at all phases of the investment. This serves as a clear warning to those who wish to invest their own funds into any public traded instruments.
