Having restrictions on leveraged and inverse funds is completely unnecessary. The public should have full access and control over where their money goes. I believe those who hold such funds fully understand the risk and are not afraid to lose a significant portion of their investments.
As someone in my early 20's, I have leveraged funds as a large portion of my portfolio because I do not plan on selling any of my investments for at least twenty years. Due to historical 20-year returns on the stock market, I am not afraid to lose large amounts of my money in the short-term and I am completely aware of the risks in using these types of securities. I'm aware of how increased market volatility can cause these funds to decay in value and yet I'm still willing to take that risk.
