Leveraged and inverse ETFs are critically important hedging instruments for managing risk in cost-effective ways. Stripping individuals of the right to freely use and learn about these tools risks creating a market where valuation becomes disconnected from price (as the bets are less precise and more homogenous), and the market loses the ability to differentiate between successful and unsuccessful companies, creating systematic risk for all players. At the higher level, public participation in the markets is critically important to maintaining the unique open and empowering culture that drives the economic success of the United States and helps people live longer, healthier lives.
