Individual investors should have the right to invest their money in any way they see fit. Its the same as telling someone they are no longer allowed to buy soda because its bad for you and they may misuse it. People can make their own choices. We all make risk reward choices every day. If an individual wants to invest in a leveraged ETF and is okay with the higher risk/higher reward, then they should have every right to.
